Toliara's choice is short. The shoreline side is the one most people want, because a coastal city that has spent its whole existence facing the water puts its best hours there, and after the drive down the RN7 the sea is the point. The RN7 approach is the practical alternative.
Beds along the road into town suit anyone who has come the full southwest run from Antananarivo and wants to stop before dealing with anything else. Neither side is far from the other, in a city whose whole built area is compact. Outside the city the calculus changes.
The Atsimo-Andrefana coast continues past Toliara, and beds outside the regional capital are fewer, so a night out there is worth arranging in advance rather than on arrival. Toliara Province is wide, and the regional capital holds most of what it has to offer a visitor. If you want the water within reach and a short walk to dinner, take the shoreline; if you are arriving late off the RN7 or leaving early on it, the road side saves the fuss.
