Not every neighbourhood fits every trip — here's what each one is good for.
Tobolsk splits into two towns, an upper on the escarpment and a lower on the plain below, and where you stay turns on that divide. The upper town holds the great sights. Ringed by the walls of the Tobolsk Kremlin, it gathers the Saint Sophia and Dormition Cathedral, the Rentereya treasury, and the Governor's Mansion, and this ground suits travellers who want the fortress, the cathedral, and the long view over the river valley.
The Tobolsk State Historical Architectural Museum Reserve keeps these buildings together. Down the ramp the lower town spreads across the flats. Its streets around the old Gostiny Dvor and the Znamensky Monastery run through the wooden merchant quarters, a plainer and older base for anyone drawn to the exile history and the timber houses.
The Monument to the Decembrists' Wives and the Monument to Dostoevsky mark that memory. Farther out the modern districts stretch toward the petrochemical works. Upper or lower, each town keeps its own churches and its own outlook, so where you sleep decides whether the morning opens onto the Kremlin or onto the old streets below.

What is the history of Tobolsk?
Tobolsk was founded in 1587 as a Cossack fort on the escarpment above the river. Raised soon after the conquest of the Siberian khanate, the fort grew into the seat of Russian power across the whole of Siberia, and for two centuries it governed the vast lands to the east from Tyumen Oblast. Then stone replaced timber.
Masons built the Tobolsk Kremlin, the only stone fortress in Siberia, and within its walls rose the Saint Sophia and Dormition Cathedral, the vaulted Rentereya treasury, and the Bishop's Lodge. The city was also a place of exile. Convicts and political prisoners passed through on the road east, and the wives of the Decembrist officers followed their husbands here, remembered now at the Monument to the Decembrists' Wives.
Fyodor Dostoevsky halted in the town on his own way to the camps, marked by the Monument to Dostoevsky. When the railway ran south to Tyumen, the old capital slipped from the main routes, and the Tobolsk State Historical Architectural Museum Reserve now keeps its long story.
Where is Tobolsk?
Tobolsk stands on a high escarpment in Tyumen Oblast, where the plateau breaks off in a steep bluff above a broad river valley. Two levels split it. The upper town crowns the cliff around the Tobolsk Kremlin, while the lower town spreads over the flats below, laced with old channels and marshy ground that the West Siberian taiga and bog carry on beyond the city to the horizon.
This is deep in Siberia. It lies far from any mountains, on the level lowland the great rivers drain slowly north.
What is the climate of Tobolsk?
Tobolsk has a sharply continental climate, the deep-freeze weather of western Siberia. Winters are long and bitter. Snow blankets the escarpment and the Tobolsk Kremlin for half the year while hard frost grips the taiga and the frozen river below the bluff.
Summers turn short, warm, and buggy, with mosquitoes rising off the marshy lower town. The seasons stand far apart, and the swing from deep cold to summer heat is one of the widest in the region.
How do you get to Tobolsk?
Tobolsk lies off the main Trans-Siberian line, on a branch running north through Tyumen Oblast. Trains reach the city from the junction at Tyumen, and the road follows much the same course across the plain. Buses link the neighbouring towns.
The river was the old highway, and craft still work the water below the escarpment, while the nearest large airport lies back south toward Tyumen rather than in the town.
