Bueng Planchai decides most of it. The artificial lake sits at the middle of Roi Et, its shore ringed by the streets that carry the town's shops and offices, and the walking Buddha stands on an island a short way out from the bank. Rooms near that water put the island in view.
Walking between them takes minutes rather than a journey, because the municipality of Roi Et covers barely more than eleven square kilometres and the whole of it falls inside a single tambon, Nai Mueang, within Mueang Roi Et district. Travellers on the Bangkok run have a second consideration. Roi Et Airport lies outside the built-up town, and a bed close to it trades the lake view for a short transfer on the morning of a flight.
Distance is the reason. Bangkok is 514 km away by road, which is why the airport carries so much of the traffic in and out, and why an early departure is worth planning a room around. A third consideration is the province.
Roi Et is the seat of Changwat Roi Et, so beds here also serve people in town for the provincial offices rather than for the lake, and those visitors want the short walk in rather than the airport road.

The municipal record starts in 1937. That is the year the town municipality of Roi Et, เทศบาลเมืองร้อยเอ็ด, was constituted, and its limits take in the whole of tambon Nai Mueang, one sub-district inside the larger Mueang Roi Et district. Settlement plainly predates the paperwork.
No charter older than the municipal one is set down for Roi Et in the record that survives here, and what stands in its place is a boundary, a district, and a province that all carry the same name. What the record fixes is the moment the place became an administrative unit with its own limits, and that unit has carried the seat of Changwat Roi Et since. The lake is the other founding act.
Bueng Planchai is artificial, so the water at the middle of Roi Et was made rather than inherited, and the streets that ring it follow a shape someone decided on instead of one the ground imposed. A walking Buddha was raised on its island. Distance shaped the rest.

Eleven square kilometres or so cover the municipality, all of it inside the single tambon Nai Mueang, so the shore of the lake is never far from the boundary.
What is the climate of Roi Et?
The monsoon sets the year. Wet months arrive on the south-west monsoon and end when it turns, and Roi Et, sitting well inland in north-eastern Thailand, has no coast to soften either the hot months before the rain or the drier ones that follow it. Bueng Planchai changes little.
A lake cut into the middle of a town tempers the air along its shore and no further, so the seasons in Isaan reach the streets of Roi Et more or less undiluted.
How do you get to Roi Et?
Roi Et Airport does most of the work. The field lies outside the built-up town and connects it to Bangkok, which is 514 km off by road, a distance that makes flying the practical choice for anyone short of time. Overland arrivals come in from the province.
Roads from the surrounding province run in through Mueang Roi Et district and converge on the streets that ring Bueng Planchai at the middle of the town.
