Not every neighbourhood fits every trip — here's what each one is good for.
Tatvan is the bed base for this end of Lake Van. As the largest municipality in Bitlis Province it carries more rooms than the smaller shore towns, and that alone decides where most travellers on the lake sleep. The shore is the obvious side.
A room facing the water puts Lake Van in front of the window, which is what brings people to the western shore in the first place. The town spreads back from the water. The centre works for touring.
Staying in the streets of the district seat suits anyone driving out to Kızvank Kilisesi, Tuğ Church or the monastic sites of Surp Histibusti Manastırı and Surp Yizdepuzit Manastırı. Both sides are close. Tatvan is not big, and the walk between the shore and the centre is short enough that the choice comes down to whether the water matters at breakfast.
Winter is the real variable. The season on this shore of the Eastern Anatolia region is long and hard, so the practical question in Tatvan District is less which room than which road is open. Lake Van sets that too.

Surp Gevorg Kilisesi at Ktsvak, Gıdzvag Surp Kevork Kilisesi, Kızvank Kilisesi and Tuğ Church are recorded across the district, and the two monastic sites of Surp Histibusti Manastırı and Surp Yizdepuzit Manastırı stand with them. The names are Armenian.
They record the communities that built in this part of the Lake Van shore long before the modern town took its present shape. The lake explains the rest. A settlement at the western end of Lake Van sits at the point where land routes have to leave the water, and Tatvan grew into the place where that traffic gathers.
Administration followed. The town became the seat of Tatvan District, and within Bitlis Province it is the largest municipality of them all. Tatvan District reaches back from the lake into the uplands, and its villages hold most of the church sites that give the area its age.
Two records, one shore. The church sites carry the older story of the Eastern Anatolia region here, while the modern town carries the working one, and both sit within a short drive of the same water. Lake Van outlasts both.

What is the climate of Tatvan?
Lake Van does the moderating, keeping the shore at Tatvan a shade steadier than the open uplands behind, though the winters of Bitlis Province still arrive with weight and stay. Wind crosses the water. Summers are dry and clear on the lake, and the temperate band holds across Tatvan District despite the height.

Roads come round the lake. Tatvan sits at the western end of Lake Van, so traffic moving through Bitlis Province towards the water passes the town rather than around it.
