Ḩalwān is a suburban district rather than a resort, and the beds here are few beside those of Cairo proper. Distance is the first question. The Southern Area of Cairo puts the district a long way from the museums and hotels of the centre, so anyone whose itinerary is built around the capital does better to sleep there and treat Ḩalwān as an outing.
Staying local suits a different traveller. Whoever wants the Khedive Tawfiq Palace, the Grand Hotel and the Helwan wax museum without a commute across the whole of Cairo Governorate will find the trade worth making. Memphis is the other pull.
The ruins sit directly opposite Ḩalwān, which makes a night out here useful for anyone starting early at the archaeological ground rather than fighting out from central Cairo at dawn.
