The 1987 Ethiopian Constitution placed Dire Dawa, together with what is now the Sitti Zone, inside the Dire Dawa autonomous region of the Somali Region, an arrangement that lasted until 1993. The federal government then split it. Dire Dawa was separated out as a chartered city administered on its own, one of two in Ethiopia, while the Sitti Zone stayed with the Somali Region.
The Oromo border runs close on the other side, and Dire Dawa has sat between the Oromia Region and the Somali Region ever since without belonging to either. The Dire Dawa Region is the unit that status created.
