Not every neighbourhood fits every trip — here's what each one is good for.
The coast and the church divide the town. Rooms near Our Lady of Angels Church put a guest among the older streets of Kāraikāl, within reach of the water, while beds towards the port are plainer and quieter after dark. Neither side is far.
The built-up part is compact, so the choice comes down to whether mornings should start with the sea or with the town. Sea air reaches most of it. Tamil Nadu begins immediately outside the built-up edge, and a room here is effectively a room in a small coastal town that happens to be governed from elsewhere.
Beyond the enclave the coast holds the heavier sights. Fort Dansborg stands on the shore at Tharangambadi, a short run along the Coromandel Coast, with the Zion Church and the New Jerusalem Church in the same small town and the Tharangambadi maritime museum between them. You will want two nights to take that in.
Pondicherry is the alternative base. It carries more hotels, though it sits on another detached piece of the Union Territory of Puducherry, so anyone whose interest is the Cauvery delta and Karaikal District does better staying here.

European rule left the map strange. Kāraikāl and the other pieces of Pondicherry were French colonial territories in India, and when they passed to Indian administration they kept their separateness, which is why the Union Territory of Puducherry consists of detached fragments rather than one block. Tamil Nadu grew around this one.
The enclave sits in the Cauvery delta with the state on every landward side, an arrangement that owes nothing to geography and everything to which flag was flying when the boundaries were drawn. The sea came before the flags. A port on the Coromandel Coast of the Bay of Bengal had reason to exist long before any European power arrived, and the delta behind it supplied the trade that made the anchorage worth holding.
Churches record the rest. Our Lady of Angels Church in the town, and the Zion Church and New Jerusalem Church along the shore at Tharangambadi, mark the successive European presences on this coast more plainly than any archive does. Fort Dansborg still stands there.
Kāraikāl went on to become the headquarters of Karaikal District and the second town of the Union Territory after Pondicherry, which is the position it holds.

Flat delta country runs to the sea. Kāraikāl lies on the Coromandel Coast of the Bay of Bengal, at the centre of a coastal enclave that the state of Tamil Nadu surrounds, and the Cauvery delta districts supply the flat, well-watered ground behind the shore. Nothing here rises.

How do you get to Kāraikāl?
Everything arrives across Tamil Nadu. The enclave has no land border with the rest of the Union Territory of Puducherry, so the approach to Kāraikāl is by road through the surrounding state, whichever direction a traveller starts from. Pondicherry lies up the coast.
The road along the Coromandel Coast links the two detached pieces, passing Tharangambadi and Fort Dansborg on the way, which makes the journey between them more interesting than the distance suggests.
