Īlām runs a province, a county and a district from one set of offices, so official business takes a share of the rooms, and what is left goes to people crossing towards the border with Iraq or heading up into the Kabir Kuh mountain range. Two reasons, then. You would stay for the castle and the high ground, or because Ilam province has to be dealt with in person, and the record puts forward no third argument.
