A harbour on the eastern side of the Korean Peninsula had obvious value, and the town grew around that water rather than around any inland trade. The 元山津 form is the one surviving from the older record, and it names the same shore that the modern city was built around. The opening of 1880 changed the scale.
Japanese forces opened the port in that year, and the harbour has been the centre of the city's working life ever since. The province came to be seated in the city. North Korea keeps a naval base on the same water, so the shore carries both the fleet and the traffic of the Sea of Japan. 원산시 is the name in Korean.
