Severomorsk is a closed town, so the question of a bed follows the question of entry rather than the other way about. Murmansk, 25 kilometres southwest along the Kola Bay, is where most people actually sleep, and the railway and motorway between the two make a day visit the normal arrangement for anyone whose permission runs that far. That is the practical shape of a trip. What stock exists inside the town serves official and work travel, and it sits near the centre, close to the Severomorsk City and Naval History Museum and the Monument to the Heroes of Severomorsk.
You want Murmansk as the base unless the business is in the town itself. The oblast capital holds the region's hotels and its long-distance connections, and it costs only a short run northeast to reach the Kola Bay shore again. Nothing here is far apart.
Far larger is the gap between a town open to visitors and one that is not, and no amount of planning around the Monument of Glory to the Aviators of the Northern Fleet changes that fact. Darkness is the other constraint. Polar night takes the daylight out of the middle of the cold season, and nearly every sight here, the Rocket monument in Severomorsk included, stands outdoors.

What is the history of Severomorsk?
Ваенга came first. The settlement dates from 1896 and kept that name for more than half a century, a small place on the Kola Bay with little to distinguish it from the other inlets of the coast until the Northern Fleet settled on this shore. Everything else follows from that decision.
The base brought building and people and eventually a new name, and on 18 April 1951 Ваенга became Severomorsk. The war left the deepest marks. Wartime aviation is commemorated across the town in the Monument of Glory to the Aviators of the Northern Fleet and in the Ilyushin Il-4 in Severomorsk, kept as a memorial rather than as a machine, while the Bust of Boris Safonov in Severomorsk at Safonova Street names the pilot the street remembers.
Cemeteries carry the rest. Братское кладбище советских воинов, погибших в борьбе с фашистскими захватчиками and Обелиск на воинском кладбище «Воинам, павшим в боях за свободу и независимость нашей Родины» hold and mark the war dead of the Kola coast, and one mass grave keeps the name of Саша Ковалёв. Construction has its memorial too. Where is Severomorsk?
The Kola Bay reaches inland here. Severomorsk stands on its shore at the point the water opens towards the Barents Sea, 25 kilometres northeast of Murmansk, on bare ground that carries no tree cover of any height. Rock and water dominate.
The municipal area runs back from the shoreline over low relief above the bay.

The Barents Sea runs the thermostat. Severomorsk lies above the Arctic Circle, yet the open water along this coast moderates a shoreline that its position alone would leave far harder, so the year swings less violently than it does inland in Murmansk Oblast. Off the water, the wind rarely eases.
