The Lovat decides everything here. Its meanders cut the town into lobes, and a room that looks a short distance away on a map can mean a long walk round to the nearest crossing, so the bend matters more than the street name. The fortress side is the obvious start.
Velikiye Luki Fortress holds the tightest of the loops, and the ground around it reads most clearly on a first visit, with the Obelisk of Glory and the Monument to City of Military Glory gathered nearby. The cathedral end is the alternative. Streets around the Holy ascension Cathedral carry most of what survives of the merchant town, the Kazakovsky house, the Round house, and the Elsting brewery among them, and they suit anyone who would rather walk old façades than memorials.
The banks themselves are the third choice. Frontage along the Lovat puts the water a step away, and the character of the river changes from one meander to the next, so no two stretches of bank feel the same. Beds are not the problem here.
As the second town of Pskov Oblast, Velikiye Luki carries enough rooms that the decision stays about position rather than availability.

What is the history of Velikiye Luki?
Defence explains the site. Velikiye Luki Fortress occupies a loop of the Lovat, and the town that grew around it inherited both the river's awkward geometry and the fortress's role as the reason anyone built here at all. Faith followed.
The Ascension monastery and the Holy ascension Cathedral carry the religious record, with the Church of the Theotokos of Kazan beside them. A merchant town left its own layer. Listed among the surviving buildings are a merchant's house with its shop, the Sharapov and Demeshko houses, the Elsting brewery, a former post office, a former pharmacy, a zemstvo hospital, a real school, a religious school, and a women's teacher seminary.
War interrupted all of it. Velikiye Luki was fought over during the Second World War, and the title City of Military Glory was granted afterwards for the courage its people showed, a decision the Obelisk of Glory and the Monument to City of Military Glory now record in public. Two soldiers stand apart.
Alexander Matrosov is commemorated with his own monument, and a bust honours Rokossovsky, twice named a Hero of the Soviet Union. The Vinogradov museum and the Velikiye Luki Local Museum keep the rest.
Where is Velikiye Luki?
The Lovat does the shaping. Its meanders swing back and forth across the town, so streets on opposite banks can be minutes apart on foot and much further by road, and the water is never far from any of them. The fortress sits in one loop.

Approaches follow the Lovat. Velikiye Luki sits within Pskov Oblast, and as the oblast's second town it is a node in its own right rather than a stop on the way to somewhere larger. The river is not the route.
The Lovat meanders too tightly to serve as a through corridor, so arrivals come overland, and the crossings inside the town matter as much as the roads that reach it.
