What is Seversk known for?

Seversk went up in 1949 as Tomsk-7, a closed city of the Soviet Union whose purpose was the production of plutonium and highly enriched uranium at the Siberian Chemical Combine, and it stays closed to outsiders. The Combine is the reason it exists. Everything else in Seversk, the Seversk Zoo, Усадьба Сергеевых, the burial mounds of Тимирязевская курганная группа, sits behind a perimeter no visitor simply drives through.

People were here long before the city. Then came 1949. The state laid out Tomsk-7 for the production of plutonium and highly enriched uranium at the Siberian Chemical Combine, and the settlement that housed that workforce was left off the maps of the Soviet Union it belonged to.

Secrecy held for decades. Tomsk-7 admitted only the people who lived in it, and the name Seversk became known outside only after the fall of the iron curtain, by which time a city of 18 square kilometres had grown up 15 kilometres from Tomsk without appearing in any account of Tomsk Oblast. The perimeter did not come down.

Seversk stays closed to outsiders, which makes it one of the few cities in Russia whose ordinary life, the Seversk Zoo, the streets around Усадьба Сергеевых, the grave of Африкана Ивановича Вотинова, is documented but not casually visitable. The older layers are still under it. Kurgans, a monastery house and a plutonium plant share one small piece of Siberia.

Where is Seversk?

The right bank of the Tom River carries it. Seversk covers 18 square kilometres, compact for a city of its size, and the 15 kilometres separating it from Tomsk are the whole of the distance between a closed city and an open one in this part of Tomsk Oblast. Siberia begins immediately outside.

What is the climate of Seversk?

The Tom River freezes and the year turns with it. Seversk shares the temperate continental swing of Tomsk 15 kilometres away, which means a hard winter, a short green season, and outdoor attractions such as the Seversk Zoo working to a much narrower calendar than the Siberian Chemical Combine ever does. Industry keeps no season.

How do you get to Seversk?

Everything arrives through Tomsk. The road out of it covers the 15 kilometres northwest to the checkpoint in minutes, and that checkpoint, not the distance, is what makes Seversk hard to reach for anyone without documents arranged in advance. Clearance comes first, transport second.

Inside, an 18 square kilometre city needs little more than a short drive to link the Seversk Zoo with Усадьба Сергеевых and the Tom River bank.
