Volzhsky begins in 1951. The city was laid out as an industrial settlement on the east bank of the Volga River, close to where its distributary the Akhtuba splits away, with Volgograd 20 kilometers off and Volzhsky northeast of it. Building came in stages.

Two names carry the construction era: Gidrostroitel and the VolgogradGidroStroy Palace of Culture. War memory predates the city.
The Common grave of participants of the Civil War and Soviet soldiers who died during the Battle of Stalingrad in Volzhsky holds burials from two separate conflicts, both of which came before the settlement was founded in 1951.
