Pakkala grew as a modern quarter rather than around a church or square, so its character comes from the spa, its surrounding trade, and the open layout that ties it into the metropolitan reach of the Uusimaa region rather than to the historic centre of Vantaa itself.

Pakkala is a young district of an old municipality. Vantaa was chartered in 1428 and long carried the name Helsingin maalaiskunta, the rural municipality of Helsinki, while the western ground that became Pakkala stayed open country far longer. Building came late.

As Vantaa filled out north of Helsinki across the Uusimaa region, Pakkala was developed as a modern quarter of homes and leisure, gaining the Flamingo Spa and the surrounding trade that now give this part of the city its name.
