Two edges define the region.
What is Balkan known for?
The Caspian Sea closes it off in the west, while the sand of the western Karakum fills much of the interior, and the seat of government sits at Balkanabat, a city that carried the name Nebit Dag until it was renamed. Borders do the rest of the work here: Kazakhstan and Uzbekistan to the north, Iran to the south, and two more provinces of Turkmenistan to the east.
Where is Balkan?
The region takes the whole western end of the country. Kazakhstan lies across the northern boundary, with Uzbekistan meeting it at the same end, while two provinces of Turkmenistan close the region off to the east and Iran runs along the south. Water finishes the outline.
The Caspian Sea forms the western limit, which is also the western edge of Turkmenistan, and the Caspian Basin accounts for much of what lies inside the region. Inland, the western Karakum takes over. The region spans that desert and much of the Caspian Basin together, which is the simplest way to describe a territory whose two halves face opposite ways, one towards open water and one towards sand.
Balkanabat serves as the capital. Its outline is inherited rather than drawn: the boundaries of Balkan welaýaty are identical to those of the former Krasnovodsk Oblast', a province of the Turkmen Soviet Socialist Republic whose seat sat at Krasnovodsk. Three international frontiers meet the region, the Kazakh line in the north, the Iranian line in the south and an Uzbek stretch at the northern corner, while the only internal boundary runs east towards the rest of Turkmenistan.
What is Balkan like?
Names carry the region's story. Krasnovodsk, Nebit Dag, Balkanabat: three names attached to two cities across a single century, and each change marks a shift in who was doing the naming and from where the region was run. The Caspian Sea and the Karakum give the region two settings rather than one, and any account of Balkan welaýaty has to hold both, since the coast and the desert interior sit inside the same administrative line.
Turkmen is the language of the region. Balkan welaýaty is the Turkmen form of the name, while the Soviet-era spelling Krasnovodsk Oblast' survives only in the record of the province that once occupied the same ground. The province is young as an administration.
It was established in 1991, on boundaries that had been drawn, abolished and drawn again across the twentieth century, and that repeated making and unmaking is the clearest thing the record says about how the west was governed. Balkanabat inherited the seat. The move from Krasnovodsk to what was then Nebit Dag shifted the region's centre, and the later renaming of that city to Balkanabat tied the capital's name to the province's own.
What is the history of Balkan?
The Soviet century did the drawing here. Krasnovodsk Oblast' covered the same ground under the Turkmen Soviet Socialist Republic, and it was liquidated and restored so often that its final abolition in 1988 barely settled anything. The lines came back in 1991.
Balkan Region was established on them, with the seat moved from Krasnovodsk to Nebit Dag, the city later renamed Balkanabat.
What is the climate of Balkan?
The Karakum sets the terms inland. Sand and open ground run east from the Caspian Basin without much to break the weather, so the interior of Balkan welaýaty reads as desert country in a way the coast does not. The sea changes that edge.
Water on the western side of the region moderates what the Karakum delivers, which is the practical difference between the shoreline and the sand behind it.
How do you get to Balkan?
Balkanabat is the way in. The regional capital is the fixed point of Balkan welaýaty, and arrivals from the rest of Turkmenistan cross the eastern boundary from the two neighbouring provinces rather than skirt it. The frontiers do the rest.
Kazakhstan lies over the northern line and Iran over the southern one, while the Caspian Sea closes the west, so an approach from that side means water.
