A room facing the water keeps the head of the Ruzizi River and the open surface of Lake Kivu in view, while a base nearer the outlet trades that outlook for the shortest approach to the Rwanda side of the frontier. Behind the shore the ground rises into the wider country of South Kivu Province, and the business of a provincial capital, administration and trade, keeps close to the lake rather than to the slopes behind it.

What is the history of Bukavu?
Bukavu dates from 1901. The settlement took shape at the far south-western corner of Lake Kivu, on the ground where the lake pours into the Ruzizi River, a site that set water on one side of the town and the open country of South Kivu Province behind it. Geography settled what followed.
What grew there faced Cyangugu directly across the outlet, so the place has dealt with the Rwanda side of the water for as long as it has existed, and the frontier has been an ordinary fact of the town rather than a distant line. South Kivu Province is governed from Bukavu, and that capital function has fixed the city's standing within the Democratic Republic of the Congo, drawing administration and trade down to the lake shore. Province and lake carry the same name.
Goma holds the northern end. Between the two, the Ruzizi outlet at Bukavu, the Province du Nord-Kivu shore at Goma, Lake Kivu has carried the movement of this corner of the country since well before either town reached its present size, and the water still sets the terms of the connection.

Warmth here holds through the year. Bukavu lies within the tropical band and south of the equator, so the calendar turns on wet and dry spells rather than on cold and warm ones, and the water of Lake Kivu sits at the city's front. The Ruzizi carries the outflow away.
Cyangugu, across the outlet, stands under the same run of tropical weather that reaches the whole of South Kivu Province.

Lake Kivu comes right to the city at its extreme south-western edge, the Ruzizi outlet divides Bukavu from Cyangugu on the Rwanda side, and the rest of South Kivu Province lies inland behind the town.
