The date on the record is 1871. For most of the time since, the settlement was not a city in its own right but a second-level district, and it served as the administrative centre of the Regency spread around it. Simalungun Regency ran its affairs from here.
That relationship ended in 1986, when the district was elevated to Kota and cut loose from the Regency it had administered, leaving the new city as an enclave inside the Regency it had once run. Kota Pematang Siantar is the formal name that came with the change.
