Harstad grew on the south-western shore of Hinnøya, the great coastal island of northern Norway. Long before the town, the Trondenes headland to the north carried a settlement of weight, and the stone church of Trondenes kirke rose there in the medieval centuries to command the point above the water, its story now kept in the Trondenes Historiske Senter on the same ground. The headland came first.

A modern city gathered later around the harbour to the south, and Harstad was chartered in 1904 as the trade and shipping centre of the coast, with Harstad kirke rising to serve the growing town below the old headland. The sea carried the town through the century that followed. Coastal shipping, the fisheries and the routes along the island made Harstad the largest city of Hinnøya and a regional hub in the south-western part of Troms.
