Kairouan Governorate is landlocked, lying in the centre-east of the country, and what it has instead of a shoreline is a gradient that runs from semi-arid lowland up into hills carrying two national parks. The province and its capital share one name. Kairouan is where the governorate's administration sits, and the roads reaching the semi-arid lowland and the parks in the north-east of the province alike start from there.

Kairouan Governorate is landlocked. It lies in the centre-east of the country, one of the twenty-four governorates of Tunisia, and nothing in it touches the sea at any point along its boundary. Most of it is low.
The lowland parts are semi-arid, ground that takes light rains in the winter months and scant rainfall through the rest of the year, and that dryness is the default condition across the greater share of the area. Height changes the picture. Higher parts attract relief precipitation, and the difference between the lowland and those upper reaches is the sharpest internal division the governorate has.
