What is the history of Kwu Tung North?
A territorial development strategy review in the 1990s first put the North East New Territories forward as ground with strategic development potential. A planning and development study followed in 1998, and it named Kwu Tung North, Fanling North and Ping Che/Ta Kwu Ling as the three sites fit to be opened up as new development areas. Kwu Tung was one of them.
The scheme sets Kwu Tung North into a single town with the Fanling/Sheung Shui New Town and the Fanling North New Development Area.

The site takes in the open ground at Kwu Tung, north of Fanling Highway, in the part of the North District that the North East New Territories scheme redraws.
