Most of the city fits one base. It suits you if the pesantren city itself is the reason for the visit.
Vihara Avalokitesvara Tasikmalaya and the Sacred Heart of Jesus Church, Tasikmalaya are reachable from the same base, and so is the Alit Leluhur Sukapura Museum. The city was drawn as its own unit in 2001, and its centre still carries the offices that came with that. Indihiang is the other option.
The railway station there gives the district a reason to stay, useful for anyone arriving by train or leaving early toward Bandung, and it puts the rail entry rather than Indonesian National Route 3 at the door. The distances between them stay small. A city this size does not require a second base, so the practical answer is one room in the centre and short runs out to Indihiang, to the vihara, and to the monuments.

Rail reaches Indihiang. Indihiang railway station is the rail entry named for the city, and from either arrival point the 0 KM Kota Tasikmalaya marker is the reference for everything else.
