The ground is older than the borough. Its quarters of Hufen, Tragheim, and Steindamm grew as suburbs of Königsberg, and their fabric still shows in the Wrangel Tower, the Steindamm Church, and Fort Friedrichsburg on the Pregolya. The district itself was drawn in 1952.
Renamed Tsentralny Administrative District under Soviet Kaliningrad, it gathered the northern spread of the ruined old city into one administration, keeping the Kaliningrad Zoo and Kaliningrad Central Park at the heart of the new borough.
