Nine blocks changed at once. The district opened in 2007, developed by The Cordish Companies and designed by Beyer Blinder Belle with 360 Architecture across the south side of the downtown loop. Bonds issued for the work were meant to be repaid out of the tax revenue the nine blocks generated, and the city has instead drawn on its general fund and on refinancing to meet the payments.

The nine blocks fall between Baltimore Avenue and Grand Boulevard, south of 12th Street. Interstate 670 closes the far edge.
