Phuentsholing is the real alternative. Bhutan's nearest town to Jaigaon stands immediately beyond the gate, and travellers who already hold what they need to enter often prefer to sleep on that side rather than in the border market.
Permits decide the choice. Anyone without them stays put in Jaigaon and treats the town as a staging point, which is how most of its lodging is used. Alipurduar offers the other direction.
The district that Jaigaon sits inside carries that name, and a room out there swaps the noise of the crossing for the subdivision behind it. Traffic bound for Samtse, Gomtu, Nganglam and Samdrup Jongkhar passes through Jaigaon because Bhutan's own road network does not link those towns internally, so the streets stay busy with vehicles that have no interest in stopping.

The country's road network does not connect all of its own towns internally, so routes to Samtse, Gomtu, Nganglam and Samdrup Jongkhar run out of Bhutan, across the border and back in again, and Jaigaon sits on that detour.

Construction material moves through it, clothing is sold in its markets, and the commerce that fills its streets is generated almost entirely by what happens at Bhutan Gate rather than by anything the surrounding countryside of Kalchini Block produces.
