Shang Shun Mall sets the centre. A room in the streets around it puts Toufen's retail and its everyday traffic on the doorstep, which is what most visitors to a county-administered city of this size are looking for in a base. Those streets go easily on foot.
The Zhunan edge is the second option, and it is a genuine one, because the built-up area continues across the boundary without a break and a bed on that side serves both centres equally. Zhunan is not a detour from Toufen. It is the same street pattern under a different name.
The quieter choice runs the other way, out toward the Zaochiao Charcoal Museum, where the reason for staying is the museum and the calmer ground around it rather than the shops. Bopomo Houyuan and Shangrila Paradise sit on that leisure side of Toufen too, so a stay pitched away from the centre is not a stay without anything to do. Beds thin out beyond the core.

What changed was the rank, and the practical effect of that on a place already fused to Zhunan is easier to state on paper than to see in the street. The older layer is a trade. Charcoal is the subject the Zaochiao Charcoal Museum was built around, and a museum devoted to it says plainly enough that the kilns of this part of Miaoli County once mattered to the people working them.
The rest of the record here is spatial. Toufen's growth ran toward Zhunan until the two centres met, and the continuous built-up area they share is itself the clearest historical statement the place makes. Shang Shun Mall belongs to the later phase.
