Hulan District covers a broad stretch of Harbin's northeastern suburbs, and its own register names no hotel. Guests bound for it sleep in Harbin proper and drive north across Songbei District or Daowai District, both of which lie along its southern side. Neither crossing leaves Harbin.

What is the history of Hulan District?
The line around Hulan District is young; the ground inside it is not. Hulan County held this territory first, and on February 4, 2004, the Chinese State Council approved the county's conversion into one of the nine districts of Harbin, the capital of Heilongjiang Province. The name survived the change.
Hulan District is written where Hulan County once was, and the reach it describes still runs east to Bayan County and southeast to Bin County.
