The city centre is the practical answer. Kitami holds the shops, the food and the beds of Okhotsk Subprefecture, so a room in the middle puts the Kitami Region Museum of Science, History and Art and the Kitami Mint Memorial Museum within reach of an ordinary afternoon. That covers most trips.
Pierson Memorial House belongs to the same walkable part of town, a smaller stop that fills the gap between the two larger collections. Distances in the middle stay manageable on foot. Families look elsewhere for the day. きたみファミリーランド is the reason to consider the outskirts, since a day there works better from a base with parking than from the middle of the commercial centre.
The Tokoro Site changes the geometry entirely. It lies out in the wider municipality, which covers a great deal of Okhotsk Subprefecture, and reaching it comfortably argues for a car and a stay of more than one night. Abashiri is the alternative base.
