The right area depends on your trip — here's what each neighbourhood is best for.
A bed here is a base, not a destination. Higashikurume holds barely thirteen square kilometres, so the question is which of the places within reach of it should be closest, and the answer changes completely depending on who is travelling. The Ghibli Museum is one answer.
Families booking around it get the Tamarokuto Science Center and the Inokashira Park Zoo in the same trip, and a room on that side spends less of the day in transit. Older ground pulls the other way. The Edo-Tokyo Open Air Architectural Museum and the Shitanoya Site cover the two ends of what survives from before 1889, when 久留米村 was still a village, and a stay pitched towards them makes a different week entirely.
The Chihiro Art Museum Tokyo and the Kodaira Hirakushi Denchu Art Museum belong to the same thread. Art is well served here. Some choices are specific.
The National Hansen's Disease Museum, the Tokorozawa Aviation Museum and the JRA Racing Museum each draw people who have come for one thing, and a room near the right one saves more time than any general rule about staying central. Seibu-en and Keio Arena Tokyo work differently again, taking a whole outing rather than an hour.

What is the history of Higashikurume?
久留米村 is the name on the record. The village took the municipal system in 1889, and the city that grew out of it still occupies less than thirteen square kilometres of the Tokyo Metropolis. Before that there was the Shitanoya Site.
Whatever stood on this ground in the centuries between left less behind than the archaeology did, and the built record of the period survives in collections rather than in streets. The Edo-Tokyo Open Air Architectural Museum does exactly that work. Buildings that would otherwise have gone stand on one open site, which is the nearest thing this part of the Tokyo Metropolis has to a preserved quarter.
Other collections keep harder records. The National Hansen's Disease Museum, the Tokorozawa Aviation Museum and the Japan Ground Self-Defense Force Public Information Center each hold a specialised record of the same century, and the Tokyo Garbage War History Miraikan Museum names its subject in its own title. Where is Higashikurume?
Thirteen square kilometres is the whole of it. Higashikurume occupies a small block of the western portion of the Tokyo Metropolis, which is why its landmark list reads as a regional one rather than a municipal one, running from the Ghibli Museum to the Tokorozawa Aviation Museum. Boundaries here are administrative, not physical.
What is the climate of Higashikurume?
Higashikurume shares the Tokyo Metropolis calendar. The temperate band of the northern hemisphere gives it four seasons with a warm middle and a cold end, and built ground holds that warmth longer than open country does. A wet day is easy to fill indoors.
